Job role:

In taking responsibility in the establishment and implementation of a Sourcing Strategy for ICT you will challenge existing knowledge and information concerning current and future public sector spend.

You will assess key specification issues and opportunities plus current buyer "commonality", gaining a deep understanding of the market and its suppliers. Discussions with representatives of the supply market will enable you to understand key factors and develop a business case identifying the optimum value for money solutions (including considering such issues as sustainability, innovation and development of SMEs)

Other specific duties will include;
* Creating a transition plan identifying and securing the best delivery organisation(s) for each category;
* Taking the lead with stakeholders to help sell the benefits of collaboration across the Public Sector and ensure utilisation of ensuing Contracts, Frame Agreements and other collaborative vehicles;
* Where cross-government collaborative procurement barriers arise, initiate action to overcome these barriers, e.g. by recommending use of OGC's new "comply or explain" powers;
* Establishing or assisting others to establish, where appropriate, new frameworks, service level agreements or other contractual vehicles including conducting OJEUs, negotiating prices, terms and conditions, as required;
* Taking the lead with stakeholders to ensure delivery of the strategy and ensuing savings and to communicate activities and results;
* Directly influencing any future developments in Government policy, regulations, legislation and supply markets that may affect the usage or buying patterns surrounding the category;
* Leading others to make use of proven tools and techniques (e.g. eTools, eAuctions) and current best procurement practice as part of the increased development and use of a generic collaborative category management process;
Specific Category Management activities, once the SSP is complete, will include:
* Implementing the Sourcing Strategy either directly or via another Department or Buying Agency;
* Establishing or assisting others to establish, where appropriate, new frameworks, service level agreements or other contractual vehicles including conducting OJEUs, negotiating prices, terms and conditions, as required;
* Taking the lead with stakeholders to ensure delivery of the strategy and ensuing savings and to communicate activities and results;

Skills:

Candidates will have a thorough understanding of commercial/ procurement issues and processes with good knowledge and/or experience of the public sector. You will have significant procurement expertise and knowledge of the telecommunications category and experience in a large organisation, being able to take on a large management role with well developed management skills and leadership qualities.

As a driven, self-starter possessing an abundance of "gravitas", your other skills should include but not be limited to;
